First make sure the shift lever is properly in the park position. Hondas tend to have little problem in that area after a few years.
Second make sure battery terminals are clean and secure. Next you should try jumping the battery. A low battery may produce enough electricity to run the radio, lights, chimes etc but not enough to crank engine.

had battery tested and and the battery is good. would it be the starter even though there has not been a problem leading up to this day. could it be something electrical?

1998 Accord will not start

starting withthe battery, check and clean ALL connections as something is not making proper contact.make sure the cables are good, clamps tight..work your way to the starter solenoid and check contacts/ connections there..also chech ground wires..all this is only if the battery does not have a shorted cell in it.. even new ones can get shorts..if you can get it to start go to autozone or advance..they do free testing..

When battery fuse blew, the battery would not charge off the charging system, and would require a second vehicle 'jump-start'.
This would be the next simplest thing to checkout.

Do the dash lights go out when you turn the key, If so then have the battery load tested, With a bad cell in the battery all lights and radio will work,( only a small draw on the battery) but when a heavy draw as in starter the battery will fail.

My 2006 chevy trailblazer 2wd 6cyl wont start. makes clicking noise, then nothing lights/radio etc work but wont start what is it

You got a jump and it ran fine? It's your battery. The lights and radio are much easier for a battery to handle than spinning a car engine. Again, if all you needed was a jump, you have a bad battery.

I have seen issues like this on other Honda's and the problem turned out to be the ignition starter switch. Do this, jumper power directly to the starter solenoid trigger wire and see if the engine cranks.

Hi
Try to jump start the car.
Put the jump leads on and leave it for 10 mins
that will charge the battery up
then try and start.
Also check the starter motor.
