1999 toyota tacoma 4by4

When my vehicle sits for a long time it starts fine. After running around town with frequent start and stops, it starts very rough and sometimes it takes two or three times to turn it over.

I don't know if your truck uses this method but several vehicles I have owned would turn on the electric cooling fan to combat the natural temperature rise that occurs in the engine once the coolant is not circulating anymore.
This prevents hard starting in a hot engine and if the thermostatic switch fails that controls the fan, the cooling (and turn-on) doesn't happen.
This may be your problem.

Does your vehicle have an electric fuel pump? If it does, check to see if the filter is clogged. Also, you can remove the "out" side hose, turn on the ignition to check if it pumps fuel.

It could be bad spark plugs ,Or spark plug wires, Or fuel injecters, Or the motor has seen it,s better days, Depending on the mileledge on the vehicle, End if it was ever mantained (Properly)

what you have here is a faulty temperature sensor so its telling the computer the engine is still cold ,right so you know the fault but where this sensor is i have no idea sorry only europeon motors and these of this model are all diesel with mainly manual gearboxes

1999 toyota tacoma Sr5 won't start

Check for fuel pressure when starting. Fuel pumps have a check valve in them that keep fuel in the rail at the injectors. If the check valve fails, the pump has to pump fuel all of the way up to the engine. Same thing with hot no-restarts. Fuel pump.
