Check fuses/wiper motor /earth wires/wiper switch
There is a separate wiper motor for the rear and the front. the rear one has died. these tend to corrode up and freeze faster than the front as they are used much less. if you know anyone so inclined you may be able to take it apart, lubricate the poop out of it, reassemble and find that it works again. if not you will have to buy a new one or just live with it.
