It has to have power to remove the key. Jump it with another battery or charger. If you have power from the battery and no power to the inside. Check main fuses under the hood. If those are good, put power to the cigarette light, This will get the key out. Most likely have to replace the under hood fuse panel.
Some chrysler vehicle have a button in front of the ignition on the steering column that has to be pushed to remove the key other wise replced the ignition cylinder itself
The shank of any GM key hits a lever that locks the key in place when turned into any position other than the off position. If it stuch in off, the cylinder must be replaced
Take the steering column cover off and tap/hit the ignition barrel with suitable tool (small hammer)while twisting on key.It may be enough to loosen it so key comes out.You will have to remove steering column cover to swap with replacment barrel anyway .Get someone to turn steering wheel while tapping/hitting barrel as it could be the steering column lock pin thats jamming.good luck.
