Crankshaft position sensor is the fix for that pretty sure had exact same issue
Check for vacuum leaks at upper plenum halves . I just got one in shop with that kinda problem and it has lean codes in memory along with throttle code . it is leaking at spot below throttle body and top left corner . engine has a slight higher idle . codes are PO171,PO174,PO507 AND HAVE NO GASKETS SETS FOR REBUILDING UPPER PLENUM ..

I used carb cleaner to find leak a change of idle ,Propane will do the same with hose

The code doesn't say that the O2 sensor needs to be replaced, it is telling you the O2 is showing that the fuel system is either to rich, (to much fuel) or to lean (not enough fuel), so the sensor is not the issue, most likely something is either wrong with the fuel injectors such as dirty nozzles or there is a vacuum leak or one of the fuel control sensors like the MAF has a problem, it can and is very difficult to sort this out, the Saturn dealer has the diagnostic equip to get the root cause of the problem, are they the ones who did the work? if not take it to Saturn and even though they cost more they won't spend as much time to find the problem, outside shops can't afford this special testing gear, cost is way to high, about $50,000 for the electronic service bay diagnostic systems Saturn has. One last point the computer or PCM as we call it is very rarely the problem, about 4% of the time in fact, very low failure rate.

Here is the definition of the code in GM manual:
P0128 - Coolant Thermostat Below Thermostat Regulating Temperature, this indicates the engine is running cold, u need a thermostat

take the ground line of the battery and press the brake for a few minutes and if the life is still on have the vehicle scann and clear code and have the emission components for the vehicle check

have you tried the crankshaft position sensor? i had almost exact same conditions last year that was the fix after spending a ton of money on replacing other components on the 03 model its located under the oil filter
