2000 Ford F250 Supercab-Engine light comes on even after you reset it. No code shows up when you scan it.

If it is a diesel engine then unfortunatley they are NOT OBD II compliant. They do have the OBD II port but the scanners you can use at the A/P store won't pull those code(s). You will have to use a scanner that pulls PSD code(s) or go to a shop with the equipment or the dealer.

Where is the onboard OBD II connector ? In the cab or under the hood.

The OBD II Connector is located left of the steering column, at the bottom of dashboard

What is the purpose of the connector to the immediate left of the hood release under the steering wheel of a 4X4 quad cab pickup truck? I could not find anything about it in the user manual.

This is OBD - On - Board -Diagnostic Connector.
On Board Diagnostics, OBD-II, is required on all automobiles and light trucks in the United States from 1996 onward. OBD-II is a set of specifications for monitoring and reporting on engine performance in modern automobiles.
If the Service Engine light is on, then connecting a Code Scanner on OBD Connector, the Code is picked up and the code explanation can be found. If this is a False Code, this can be Cleared with the code scanner, after reading the code.

Cant find OBD II port

looked your truck up on an online database, ford calls that port a dlc (data link connector) and says that it is located in the passenger's compartment of the vehicle attached to the instrument panel and is accessible from the driver's seat.

2002 F-350 7.3 liter deisel engine heater

There should be a small wire harness on the inside of the driver side tow hook under the bumper. The chord is very short and has a cap over the plug. Just reach in and you'll find a black cable about 1/2" thick. There's another wire tapped into it that has the plug end.
