This is most probably one of two problems, if the light goes on and off whilst turning the steering wheel, it is most probably is the slip rimg which sends the neccesary signals to the steering wheel components. it could possibly have a break in it causing eratic contact.
However, these cars are known to give problems with the passanger and driver seat occupation sensors. these are pads within the seat that detects whether someone is sitting there in order to know which airbags to deplyoy in the event it would be neccesary.
The only way to determine wich component is faulty the vehicle will have to be tested with diagnostic equipment.
It may be related to a window regulator malfuntion. If your winsdow needs to be or has been replaced they may need to also replace the sensor. It senses when the window is malfuntioning and triggers the airbag light. In the event of a crash the airbags are deployed then the windows are to automatically roll down for easy escape if need be little swanky safety features that BMW has placed in their cars.
On a 2000 3 series once an airbag or sensor triggers a fault the light does not go out until it is reset if the airbag light looks half light up and other electrical problems have been experienced such as with radio i would replace ignition switch elec trical component if not i would bet you have a bat mrs control module
