Unfortunately the only was to get to the tank is to lift the car high enough to drop the tank down enough to unhook necessary lines and electrical connections to the pump. Once you lower the tank, a few rubber line connections and electrical plugs. Mechanical level 1 - 5, this would be a 3.5

1996 Lexus 400 died wont restart

First, please post your question only once.
There is NO INERTIA SWITCH on your vehicle.
The only thing to check is FUSE #1, which is a 20A fuse that provides power to your EFI control. If that is good, check for voltage at the fuel pump when the vehicle is turned on. If it has power to the fuel pump but the fuel pump is not running, replace the fuel pump.

The fuel pump is inside gas tank behind the back seat unscrew the only top that's there and it is inside the gas tank. You will have to remove your back seat to gain access to fuel pump. My 1990 Lexus LS 400 stalls unexpedly (at any speed). When put in neutral, it starts up and runs fine for a few minutes then stalls again. Why?

Your fuel pump or fuel pressure regulator are not supplying constant fuel pressure. Too much or too little is causing it to kill. You can pull the vacuum line from the regulaor and check for gas. If there is none, you need a pump, it is weak.
