Hello,
The solution to your problem is quite a simple one. Please follow the instructions provided below in order to remove the wiper arm for replacement.
1.Pry the wiper arm nut cover (located at the base of the wiper arm) off with a small flat-head screwdriver. Remove the wiper arm nut with a metric socket and a 3/8-inch ratchet.

Thanks for using fixya.
GM wiper arms have a small spring latch tab at the base of the mounting cap that goes over the wiper drive shaft. This tab is on the other side of the cap from the arm itself. To get the wiper arm off, you have to push in (or pull out, I forget which) on this tab while countering the torque from the wiper arm spring (the spring torque tends to tilt the cap sideways on the shaft and jam it). Once you can pull the wiper past the latch detent on the shaft, it gets a bit easier to get it off.
To counter the torque, grasp the wiper arm with one hand near the base, and place the thumb of that hand on top of the base. Push the top of the base towards the latch with that thumb. Use the other hand to pull the latch and lift the wiper off the shaft. I didn't say it was easy, but if you have good coordination and some hand strength, you can do without tools and without breaking anything. The hardest part is countering the wiper arm spring that wants to push the blade into the windshield. If you can do that properly, it takes very little force otherwise to actually pull the arm off of the shaft.
SOME PULL OFF SOME YOU SCREW OFF THERE A SMALL NUT THATS YOU CAN SEE AND UNTIGHTENED IT AND PULL IT OFF
Pull the wiper arm up, pull the wiper back then pull it hard down the wiper arm once the loop releases the wiper.

There is a clip on the base of the wiper arm that swings out. Then you just lift the wiper arm up and off. Very simple once you know what to do. ( no, I'm not that smart. A guy at NAPA showed me how to do it.) Hope this helps. B.

Look on the wiper arm where it contacts the blade assembly. There should be a small plastic device that can compress between you finger & thumb. Once this clip is squeezed together, pull the wiper blade down towards the base, to dislocate it from the clipping area, and then wind it off of the arm itself, you should not need any tools.

Pull up on the wiper arm, you will see a tiny little blade on the side of the wiper arm where it goes over the post, take a little screwdriver and pry that out board, this will release the arm from the post, it will be tight, wiggle the arm and pull straight out away from the post.

Using a small screwdriver remove the cap. Theres a slot to do this. Remove bolt holding down arm. If not able to remove by hand, use small puller.
