I have a 2000 Cadillac Deville; when I spend about 40-minutes in traffic the car begins to leak and when its parked it leaks excessively. BUT when I do not hit any traffic the car does not leak at all.

The stability control system is typically triggered by the abs system/connector sensor on your wheel hub bearing. If you haven't replaced your hub bearings on the front you may have one going bad. Cheap fix for a diy.
It can easily burn that much in a 100 miles without seeing any smoke. If you check the spark plugs you may find evidence. It can also leak while the engine is running and not when it is off. Most Northstar engines leak to some degree.
Check for vacuum leak. Spray a mist of wd40 around the motor area and see if you find a dip in RPM. If so you found your leak, bad hose, loose hose, or deteriorated hose.
First, your oil consumption could possibly be a bad PCV Valve if it sticks open, it will **** oil out and pass through air filter, engine and out through exhaust w/little or no smoke.
The whining noise sounds like a vac leak, check all small vac lines in and around intake manifold. A vac leak could also be contributing to your oil consumption problem.
Do yourself a big favor and take your Caddy and the new or rebuilt starter to a muffler shop, and not a chain store, and pay them 40 bucks to put it up on a lift and swap the starter. it will take them less than 15 minutes. if you do not even know where to look, then you do not have a floor jack, a good set of stands, a warm dry well-lit place to work and a good set of tools. after you have spent half a day wallowing around in the dark under the car you will begin to understand the wisdom of my advice.
My 1997 cadillac deville started up rough for the first 15 seconds then the problem went away as I ran it. Also, it blew a cloud of sweet smelling fluid when I would shut it off hot and restart a few minutes later.It's a blown head gasket.
But, there is a $33 solution from Bar's Leaks that worked for me from Advance Auto. It's available at most reputable auto parts stores. If the leak is small enough it will seal.
Check fluid level, actually add 2 litres before checking then start vehicle let idle for a few minutes run it through all gear ranges a few times then drive vehicle (if possible) for about 5 minutes to warm it up then check fluid level in park vehicle running. if this sloves problem have tranni filter and fluid replaced as soon as possible and any leaks repaired.
check condition of radiator,radiator & heater hoses,look for spots wet w/ coolant.look more or less straight up above where coolant puddles on ground.engine block is equipped w/'freeze plugs' that sometimes corrode & leak.washing suspected area of leak with an engine degreaser product may aid in locating source of leak.
The cooling fans will not come on until 225 degrees. Normal temp is around 199-215. Sitting still in traffic most will inch up around 220 or so. When you turn ac on it turns the fans on and may cool down engine, Check fan operation.
