My daughter had the timing belt break on my 1991 Honda Accord while driving on the freeway. What is the probability of valve damage? Should I just junk this car?

its hard to tell, sometimes they would..... but easy to check before hand, take the valve cover off and check valve clearance as if you were going to adjust the valves, if any valves have way too much clearance the valve is bent.. The valve spec is on a decal under the hood.

My honda civic start normaly, but after few minute start losing power

Several causes possible.
Carburattor or injection type?
Carburator >> auto choke faulty.
Carburator >> mixture very wrong adjusted
Drawning carburator (needle/floater)
Distributor weights cannot move (dirt/rust spring broken)
Very dirty airfilter, or clogged airfilter
Faulty ignition cap. Check contacts, especially middle one if oldfashioned and nonelectronical.
Ignition timing set incorrectly.
Fuel pump broken.
Fuel filter blocked almost.
Vacuum line damaged.
Exhaust internally clogged by loose plate (corrossion) (potato in tailpipe effect).
And very seldom, water or diesel.

And a list of a lot of other things.
