I have a 1999 chevy s10 2.2l 5 speed that in lower gears it seems to slip and i don't know if it needs to be bleed or what?

Dont need to be bleed . if that was the case the clutch would not release and stay on all the time
sounds like the clutch disc is wearing out and beginning to slip in the lower gears (they have higher toqure in these gears to get the truck to start moving ) which means they put a hevey load the disc and presure plate assembly .

P0717 Input/Turbine Speed Sensor A Circuit No Signal, no its not what you may think,, don't go looking for a turbo or anything, heres what it means

The computer wants to know if the transmission is working properly. So it reads the speed of the input shaft and compares it to the speed of the output shaft. It knows which gear you're in because it commanded the transmission to shift into that gear. So, with the input speed, the gear selection, and the output speed, the computer can calculate how efficiently the transmission is working. If the speed is off, it knows that something is slipping inside the transmission. It can then try to boost the fluid pressure to compensate. If that doesn't work, it sets a different trouble code.

The P0717 code means that the computer isn't getting any signal from the sensor. Either the sensor is dead or there's a circuit issue (bad wiring, etc).

Don't know if you have an automatic or a 5 speed. IF you have your owners manual it is listed in it. IF not call a Chevy dealer and they will tell you.

I have a 1999 Mazda 626 5 speed and my rpms seem to always be high weather I'm driving n town, 4th gear 30 mph 2100 rpm, or on the highway 5th gear 70 mph and rpms at 3100. This I'm sure is killing my gas...

check clutch for slipping condition,mayb due to worn clutch disc or a oil contaminated disc or a weak pressure plate not locking disc to flywheel therefore giving u a slipping condition and higher than normal rpms

If it is noisy only in third, then third is where the problem is, cluster gear and/or mainshaft gear. Rule of thumb, if it is noisy in only one forward gear, then that gear is where the problem is.
