Plugged widshield washer fluid, I can hear the motor when I turn on the wipers to washe windshiend bit nothing comes out. Is there a hose that might be plugged that I can detach and clean out?

Most likely place the plug as occurred is right at the nozzles that stick out from the hood, they are the smallest and first things that typically get plugged.
I would try to clean those out first maybe with some very small strands of wire and/or compressed air.
If not you can follow the hoses that attach to said nozzles on the bottom of the hood and take off what ever sections you want to check and clean them. Be careful removing the hose from the bottom of the nozzles the hose is often very hard from all heat under there and could easily break the plastic bung off the nozzles.
and of course make sure the system is filled with water :D good luck!

In my 2007 Saturn Vue there is what I think is an air pump which is cracked that one port is not connected to anything.

There is a electric motor that pumps washer fluid . Located in the bottom of the washer fluid tank .
Wash Operation (Front and Rear Wipers)
The front and rear washer systems use the same windshield washer fluid pump. When either the front or rear wiper is in the washer position voltage will be supplied to one side of the windshield washer fluid pump (depending on whether it is front or rear), while the other side of the pump is grounded.
At this point, the windshield washer fluid pump sprays solvent onto the windshield. When the front or rear washer is activated, the BCM receives an input from the switch that is activated. The BCM will control the wipers while in the WASH mode. The BCM will control either the front wiper relay or the rear wiper relay to turn on the wipers. The windshield wipers operate at low speed for 3 swipes and returns to the park position.

When turning on the washers do you hear the motor run ? Have some one try it while you listen at the washer fluid tank ! These pump motors do go bad .
turn OFF the ignition.
Disconnect the harness electrical connector of the windshield washer fluid pump.
Connect a test lamp from the windshield washer pump control circuit to a good ground .
Turn ON the ignition, with the engine OFF.
Press the front washer switch.
Does the test lamp illuminate?
YES or NO !

WINDSHIELD WASHER NOT WORKING. HAS FLUID

Your hoses could be frozen if its cold where you are. Check the hoses for cracks. You might find fluid in your engine compartment if you have a broken hose. Listen to hear if the motor is pumping. There should be some sound either a click or a whiz sound when you push the washer button. If you hear no sound then check the wires on the pump. If they look good you probably need to replace the pump.

96 tl, no wiper fluid coming out. is there a separate fuse for the fluid or is it the same as the wiper motor. If so where is the fuse, or where is the pump if i need to change it

you add fluid all the time so you do know where the tank is ! (engine bay)
see pump at bottom of tank?
many cars its the same as the wiper fuse.
why no just look at them all, its in the cab fuse box.

if the pump buzzes, it is probably ok, remove hose, does it pump water now? hose at pump is in near bottom of tank.
got a sun roof, they are diffrent
the sun roof , can kill the washer, via the sun roof washer relay cut out.
fuse 18 runs front wiper and washer
the roof premissive relay is FuSe 5 ,marked "wiper-washer" (roof)
now on no roof cars, that is different
fuse 6 runs it all. marked wiper-washer 30amps.
