Have you checked the purple wire directly at the starter for power when the key is turned to start? Is the vehicle equipped with any type of remote start or alarm system?

Location of ignition module on 1998 chevy Blazer?

It is mounted to a heat sink that is mounted right next to the ignition coil on the passenger side of the engine. You can't miss it.

check the vacuum switch on the center of the fire wall above the distributer, bypass it to see if the axle engages if so replace it, if not may need a front axle actuator

I had a similar problem and just happened to unplug the temperature sensor for the computer and the engine started running smooth.
So I replaced the temperature sensor and all was well!

You wrote ignition switch/lock cylinder. Which part did you replace? The ignition switch or the ignition lock cylinder? The electrical ignition switch is what is bad.
