Check for power and ground directly at the cooling fan connector (the red and black wires). You can either jumper across the relay or with the key on, disconnect the coolant temperature sensor (2 wire connector near the thermostat housing, usually yellow and black). This should override the computer and energize the fans. If you have good power and ground at the fan connector, then the fan motor is no good. If you don't have power and ground there, it's a wiring issue from the relay, the relay itself, or no power to the cooling fan circuit (fuse).
