Everytime I start my car it hesitates and then starts up then it makes a noise on the passenger side under the hood. What could be my problem?

I am willing to bet that the vehicle has an air ride suspension and the noise that you are hearing is the air compressior pumpimg up the air bags. (Compressor is located on passenger side close to the wheel well.

What are some symptoms of Fuel Pump going out in a 2001 Chevy Lumina??
The pump would not be providing fuel to the injectors.
The pump relay could be making the noise. The relay is in the fuse box on the passenger side of the radiator.
