can you take out the bottom part of the back seat is there any clips in the front of the back seat may be ask your Subaru service center how the bottom part of the back seat un-clips and comes out.
you may find a you tube video showing how to do this

Here is a diagram for the fuse box. Looks like fuse 12 is for the clock and interior lights.

Take you car and car seat to your local fire dept they will be happy to teach you and install it for you for free.

I assume you've already worked the seat belt end back and forth with force. Did the belt move at all? Did you remove the rear seat bottom cusion from the car? That will give you additional leverage on the belt.
If the belt twisted the last time it was used and then rolled up, you need to go to the dealer or an upholstery shop for help.

try autozone.com to see if they have your car listed for diagrams pictures and step by step instructions if your car is not listed then try your local library they have all the car manuals and even copy them for you
