Two generations though, but you might be lucky if your 1998 is part of the 2nd Gen release. do you have a driver's side sliding door?
Second generation (1999-2003) Released in the summer of 1998 as an early 1999 model, the Ford Windstar was given a complete redesign. As one of the first Ford vehicles in North America to adopt the New Edge styling language, the redesign also was distinguished by the addition of a driver's side sliding door.

If it ran out of gas you probably have an air lock in the system. You need to bleed the fuel lines to get rid of any air. You also may have picked up some sludge that had settled in bottom of the tank. Clean the fuel filter first and bleed any air out at the same time.

Curtis, Not an easy task to siphon out of GM's, may have to take the filler tube off to get a siphon hose to go past the back flow ball found in a lot of GM's. There are other ways, just be very careful as gas is very flammable and can be dangerous. Check the attached links,instruction and guides, Good luck

Buy a siphon kit at your local auto parts store remove as much as you can.

Due to gas thefts becoming more prevalent when gas was either hard to come by or expensive or both, many manufacturers installed anti-siphon blocks in the gas tank filler necks of many vehicles. These can sometimes be gotten around by judicious fishing of the inlet tubing down through the gas filler neck, but it can be very hard on some vehicles. Try measuring the distance from the bottom of the gas tank to the top of the filler neck with a yardstick. You can hold the bottom of the yardstick approximately at the bottom of the tank as you can see it while kneeling down beside the back tire and note the distance to the filler tube. Mark off that distance from the end of the inlet tubing for the siphon and put a heavy mark on the tubing at that point. If you can\'t get the inlet tubing down the filler neck to this mark, you probably aren\'t going to be able to successfully siphon gas. You can try twisting the tubing as it goes down the filler neck and pushing it up and down to see if you can snake by the anti-siphon block. It helps if the siphon inlet tubing is small and stiff, but again, no guarantees.

If it is like the 98 you need to drop the gas tank.

easy ,take pipe off under the bonnet that feeds the injection system ,then run a wire direct from the battery to the live wire on the pump ,on top of the sender unit under the seat are two heavy wires and two light wires ,well teh heavy wires are the feed and the earth for the fuel pump ,wire will spark if you touch the earth one or the pump will run if you hit the feed wire ,simple

clean the MAF sensor first and also add some Chevron Techron fuel injector cleaner to 1/4 tank of gas. You may have a dirty MAF or a partially plugged injector.

that is normal on this vehicle you can't go over 4000rpm into park position that way you can't demage engine.

It Truely VARRIES but Generaly you should get 18-24 MPG
