You describe a purge control solenoid valve which has stuck "OPEN" (meaning it is continually applying a vacuum to the charcoal canister). When this happens, the engine computer cannot modulate the 'purge flow' from the charcoal canister. It is 'sucking' fumes continuously from the canister after refueling & is flooding the engine (excessive 'RICH' fuel condition).
Replace the PCSV (purge control solenoid valve).

Mechanic first replaced canister valve and filter assembly (I qoute off invoice)
Part 2: That didn't fix it. But then I printed off this solution and he replaced the purge control solenoid valve and voila...it's starting normally now.
