The driver's side and passanger's side door handles will not open the front two doors from the outside on my 1991 Buick Regal Limited 3.8L. It has power windows and locks. I believe the linkages came apart somewhere inside the doors. I can open the doors fine from the inside however. What do I need to do to fix this?

In the door handle "finger well" remove the plastic cover with a screw driver.
Remove 2 screws (they may be torx or regular hex bolts).
Remove Philips screw from behind the inside door opener lever.
slightly and slowly, pull back on the plastic triangle that is on the back side of the outside rear view mirror. It will stay attached to the door panel, but you need to release the catch nipple from the door.
Now, pull out on the edges all around the bottom, front, and back of the door panel ( you may need a putty knife or something similar to get your fingers in and start pulling).
once the door is loose, lift up slowly on the door panel until it is free of the door (don't pull too hard or far as there are still 3 wire bundles attached).
Unclip the door light plug on the back and the locks and windows switch plugs towards the front.
Are you talking about the door handle hinge? The door handle and hing do not need to be removed to remove the door panel. Remove the door handle bezel and the hole will be big enogh to come straight off with the door panel. See the picture below. This is the only diagram supplied in the service manual. It shows the bezel for the driver's door but it states that the rear door is similar. If you allready have the bezel off, or you are not talking about the door handle hinge, I don't know what you are talking about when you say "hinge thing"
I have this problem every year with my car, 1993 buick regal custom, 3.8. What happens is it gets cold, warms up a bit, and ice or snow melts and gets in the door, then it gets cold again and it freezes. I go to unlock and open the door from the outside and this problem arises.
There is a vertical rod on the left side of the drivers side, right side of the passenger side, that gets bent, from trying to open the door when that mechanism is frozen up. Just bend it back, a TINY bit and it will start working.
I got tired of taking my door apart every time it happened so i cut a little "door" in the cover thing, so i can get at that bar.
I also tried coating it in grease and that seems to lessen the frequency.
R/F door trim will have to be removed. Most likely you will find linkage disconnected from the inside latch of the outside door handle. You might even find a broken piece of the door handle requiring replacement
If it will not open from the outside it could be that the clip came of of the handel inside of the door panel.turn signal could be that the bulb is bad even if it lights up if it doese not flash it is a bad bulb
