The compressor will only get power if the system has the correct amount of refrigerant. There are high and low pressure switches that control that. If you have not had the AC evacuated and recharged, start with that. Or your mechanic could use a "sniffer" to find any leaks first.
It's above a cover on the right side of the oil pan. Remove the cover for access. This filter is a canister type which will require a special wrench to remove. You should be able to find the wrench at your local parts store, just ask the guys at the counter. It looks like a massive socket with 20ish( or more, just throwing a number out there) flats.
you cant tell and the procedure to reset them is so coplicated that even while at volvo university the teacher had to explain it to us several times and then show us. go to volvo dealer and ask if they would print that procedure for you [a little money will help because they dont have to do it and most wont]
this is a major problem on 850 and s-70 models with ECC climate control these cars have MAJOR problems with this system and you MUST have major knowledge of system to diagnose and fix
