Dont drive a car with the light flashing. A flashing check engine light means that something is really wrong and you can damage the engine if you drive it.
Check for leaks around the engine which is a sign that the seal may be faulty and needs replacement. Check also if there is oil in the coolant, that could also be a sign that an oil seal is broken.

3 valves per cylinder 4 cylinder engine, 3X4 is 12, so yes 12 is correct, no u don't have to change all of them, just the defective ones, the reason they want to do this is one of 2 things, there is a problem with the design of the original lifters and they want to update them, 2nd reason is they have been unable to isolated which lifter(s) are causing the tapping noise.
