Check the engine coolant temp sensor and the intake air temp sensor for proper function. If either of these two sensors is stuck at full hot, the computer will see this and not schedule enough fuel for running at actual temperatures that are less than full hot. So most of the time you'll run super lean and have no power. Lean stalls and hard starting--especially when cold--are other symptoms of this problem.
You have low compression in your engine. That is why you can't go over 25, it has no power. It could be spark plugs. Check the air filter and make sure it is not plugged. Fuel filter may be clogged also. Could be uneven compression presure from your cylinders. The camshaft lobes may be worn. Best bet, if your check engine light is on, you need to get it tested for a code at Autozone. This will give you a starting point.
