My daughters 2001 chevy malibu won't go past 50 mph. The transmission starts to slip when it goes into the passing gear. Can anything be done? Could it be as simple as a vacuum hose? Or is it toast?

Pull the transmission dip stick out and look at the fluid. If it is NOT pink and has a burnt odor the transmission probably has worn out clutches and need rebuilding or replacement.

low power is caused by many things.
1: dragging brakes or very low tire pressure (dangerous)
2: slipping transmission, called Flare or will not up shift. to 4th gear and overdrive TC clutch lock.
3: weak engine. there are 4 engines used USA. so what engine , if engine is weak.
G16, J20, H25, H27?
we can not guess engines.ever or country.

Back to the mechanic - sounds like either an IAC motor or TPS sensor is the problem, but also could be the throttle cable (sticking leaving the throttle not fully closed).

I guess my first question would be - are you saying it is slipping in 3rd gear ? If you push the gas pedal to the floor it should downshift into a lower gear.
If it is slipping, or not upshifting into 3rd gear, I'm afraid chances are the transmission is toast.
You can take it to a couple of shops for estimates but they will probably want to pull the pan and take a look inside.

It might be possible with the right amount of money; however, you are looking at spending about the same amount to get this done as it would take to buy a newer used vehicle. The transmission might fit, but the engine mounts would have to be modified in order to take the new non-Chevy engine.

It may be possible that flushing the transmission fluid is your problem. Was the fluid really dark and had a slightly burnt smell to it? If the answer is yes, then you probably had an issue with the transmission and didn't know it and the particles suspended in the transmission fluid were what was giving it enough friction to make the shifts, by changing out the fluid you removed all the particles and now the transmission slips and won't shift into certain gears. Just a guess given the information you have provided. I would look at the transmission for the issue.
