Any competent shop will tell you the same thing. You either have a leaking intake or head gasket. Testing will give the shop the information they need to make a repair recommendation.
First test should be a hydrocarbon test of the cooling system. If they find hydrocarbons there you can safely assume it's a head gasket in which case the intake gaskets are replaced during the job and become a non-issue. A cooling system pressure test, followed by a cylinder leakdown test may be necessary if the hydrocarbon test is inconclusive. Personally, I'd just do the head gaskets and not waste too many $ on testing that could go towards the actual work..
I can tell you from experince that the head gaskets are more than likely blown make sure if u have it fix to get the heads machined and tested for cracks GM heads are known to crack up into the vavle guides
You have a bad head gasket(s) or a cracked head, the only way to tell for sure is to remove the heads
Sounds like you have headgasket blown the only way to find out is spend money to have it tested
