At the base of the wiper there is a plastic cover. Remove the cover and there will be a nut that holds the arm to the post. With the wipers turned off and the side that does work in the proper park position tighten the nut for the arm that does not work.
This is pretty common for vehicles that live in areas with snow. It is important to remove the snow/ice from the windshield before using the wipers. The posts are tapered and splined. If this continues to happen it will wear out the wiper arm and it will need to be replaced.

Hello: lift/remove cover from the lower end of the w/w arm (toward bottom of windshield) there should be a 13mm nut that attaches the arm to the transmission shaft. Use a 13mm box end and see if the nut is tight. If not tight position the arm in the proper position and tighten nut, re-install nut cover.
