You forgot to list the size of the engine in this 1999 Plymouth voyager. This van came with a few types of engines. for example this van may have a 2.4, 3.0, 3.3 or a 3.8 engine.
I will try to enclose all these engines with the belt route diagrams. hope this is helpful. i will label the engine size for each diagram to help you locate your engine. the diagram for the 3.3 and 3.8 are the same diagram. GOOD DAY.
If you hear the fuel pump,it is working.Check to make sure there is fuel in the tank,the fuel gauge maybe wrong.Check the fuel filter,it maybe restricted.
In this photo, it is the 3.0L engine. The starter is right next to the oil filter. There is a bracket there with an "X", to the left of it is the starter. Location is in the front, closest to the grill of the van. Same for the 3.8L and the 2.4L (it'll be close to the A/C compressor.).
Need to loosen bolts for the water pump pulley. Remove belt and then remove pulley. Should be 5 10mm bolts holding the pump on. Remove the bolts. Reinstall in reverse order. Refill with new coolant.
