Occasionally, when the car is in park, the engine wont turn over......
Then I move the shift few times from Park to Drive and it Starts.
What may be the problem ?

Have you tried applying foot brake before releasing park brake. You will need a good battery to release the brake with ignition on. Also you need to depress footbrake to move shift lever from PARK
your brake switch is broken, its on the top of brake peddle. It wont shift from park because you need to press brake to shift from park and with the switch not working it doesn't know your pressing the brake. check connection on switch if its fine you need to replace.
First check that the brake lamps work, if they do not , check the fuses , the switch and wires to it at the brake pedal. The transmission shift lock is controlled by a brake switch. Hope that helps
It is known as the Parking Pawl assembly, and requires removal of the gearbox from the vehicle along with the transfer box. You then remove the extension housing (requiring new bolts) and then replace the park lock gear and o'ring.
Does the shifter move? If so you may have a broken park actuating rod which requires the skills of a transmission shop to repair. If the shifter does not move then the shift cable or transmission linkage is faulty.
If your brake lights don't work Its because you blew the fuse which Is located In the main fuse panel under steering wheel. Without break lights your rover will fire up nice but wont shift out of park until you replace the fuse. If your ABS Is acting up It Is also an easy fix. Disconnect the ABS from each wheel. You still got all wheel disc breaks that work great but no ABS. Your other option is thousands of $$. If your breaks are weak check your master cylinder and make sure you got enough fluid and that you are not loosing the fluid. If you notice you are leaking brake fluid because you have to keep filling it up but cannot find a leak anywhere. I bet I know where It is. Check your rear break lines and make sure one of them didn't get caught in your rear springs and pinched ever so slightly when you were doing dounuts In the snow.

You can energise the interlock solenoid, by you give a positive (+12V) lead to the RED and a negative (ground) to the black line at the transmission selector's connector. If it works you should check the positive signal at the red. It should be there if the ignition is on, brake pedal depressed, and the transfer box is in some gear, and the fuse 1 isn't blown. At the black cable should be a ground signal if the selector in 'P' position. If you give me an e-mail address I'll send the wiring.
The ABS problem, you have better to check followings. - All the wheels bearings' play. - are the ABS sensors at the deepst position? Knock some to that head (not strong) and they shouldn't move deeper.
