It is a circuit breaker, in the fusebox at the left side of the dash it is a 20 amp for a 2-door, & a 30 amp for the 4-door. When you remove it use a test light there should be power on one side weather the key is on or off. If there is no power on either side, there may be a blown maxi-fuse in the fuse relay box under the hood. It can be tested with a fuse tester, or pull it out a & look at it.

This is a common problem, there is either a pinched wire in the harness that is in the door jam or your fuse block is shot, there is a gm service bulletin out on this, I would call your local dealership to find out if it is covered.
