I had my GS400 lowered on 20's and it definately rides much better than stock but if you like 22's getting the correct offset and wheel width will prevent you from having to lift the car.
When the VSC light comes on it possibly means some damage has occured to any 1 or more of the 4 speed sensors that are mounted on the each brake caliper. You'll need to run a diagnostic check to pin point which speed sensor it is that defective. The sensor cost appr. $250 at Toyota or Lexus dealer but look on eBay for a used one. The front senors are pretty easy to replace. I'm not sure about the rear sensors but since the sensor has a plug-in harness it make replacement relatively straight forward. DIY and you could save $150-200 labor.
Lowering a car is essentially lowering the center of gravity thus improving body roll when cornering especially at higher speeds giving you more control of the vehicle. Depending on the rate of the coil springs installed it will determine how responsive the ride will be. I would recommend a 1" to 1.5" drop. Any lower than that will affect the chamber more severely leading to advanced inner tire wear because the wheels will be tilting inwards much more (this condition is called negative chamber). An aligment is highly recommended after lowering the car. I installed H&R springs on my GS400 with the stock struts. It was a 1.5" front and and 1.3" rear drop and still a great ride in terms of comfort. Recommended brands for coil springs are Tein, Tanabe, Eibach, H&R or basically any proven Japanese or German company that makes spring coils. They cost appr. $200-300 for a set of 4 coil springs.

I have a 1998 Lexus gs 400 and my vsc light stays on. I recently put 22" wheels on and I had to get it lifted, do you think that's the problem?
but how come if the car is lowered it will be faster???
