Doesn't have a flasher , the BCM - body control module turns the turn signals on an off .
Turn Signal Lamps
The STOP/TURN fuse in the instrument panel (I/P) fuse block supplies battery positive voltage to the body control module (BCM) for the turn signal lamps. When the turn switch is placed in the left or right position, ground is applied to the BCM on the left or right turn signal switch signal circuit. The BCM then applies voltage to the appropriate front and rear supply voltage circuits.
Grounds for the various lamps are as follows:
• G100 supplies the right front lamps
• G101 supplies the left front lamps
• G400 supplies the right rear lamps
• G401 supplies the left rear lamps

it is inside, under dash, on left side is a plastic sound protector, mine had 3 screws holding it up, drop this down and straight in you will see a 1" round thing - this is the flasher, pull it out and replace with new one (there are two flat prongs that plug in). It appears this is a well guarded secret!

Turn signal flasher module is behind dash left of steering column near chime module. I have a 94 Seville and I had that same problem you need a Turn Signal Flasher Moduel, I forgot the proper term for it but I had to get mine replaced too. When I hit the signals to turn the side light would come on but the signal light wouldn't. Its a little box you get from Cadillac it only cost like $20 - $25 and you get it installed and trust. It'll work again. I just got mine done this week and my car now has turn signals again.

Look under Driverside Dash under Steering wheet find the Plug for Scanner then go straight UP from there It Should Be Cliped to A Bracket DIRECTLY ABOVE THE DIAGNOSTIC LINK PLUG Its Ther Just Hunt for it sometimes People change them and DONT Put EM BACK
