There are two kinds, one is not serviceable and is part of the blower motor assembly, the second type will have a separate resistor, and I'm assuming you have this type.

It is on the passenger side, you have to remove the black plastic kick plate, below the glove box, to expose it (held in place with 2 latches and 1 push pin). The resistor is in front of the blower motor ( sandwiched between the motor housing and the firewall) it is tricky to get to, i think when i changed mine i didnt replace all the screws as they were difficult to remove and even harder to replace. The blower motor resistor is located at the top of the fresh air intake (hard plastic hose going into the "box") You most likely have, or have had, water in your passenger side floor board area as well. The resistor is in direct line with one of the water leak problems on the 2006. I would bet that the "noise" you hear is trash, or debris in your fan motor housing. (might even be water)
Open your hood and remove the black plastic moulding from your lower windshield (remove the wiper arms first) there you will find a clear plastic sheet of polyeurethane. It is either missing or open enough for "critters" to gain access to your fresh air intake.

he following diagnosis might be helpful if the vehicle exhibits the symptom(s) described in this PI.
Condition/Concern:
Blower motor inoperative in one or more blower speeds. This concern is due to a loose connection at the blower motor resistor.
Recommendation/Instructions:
Inspect the connection at the blower motor resistor. Replace the blower motor resistor and any terminals in the female part of the connector that show evidence of arching or corrosion. The replacement connector and terminals are listed below.
1. Part Number 15306069, Female Connector With Leads. Replace the connector body with leads only if the connector body shows signs of damage. It may be necessary to generate a SPAC case to obtain this connector with leads.
2. Part Number 12176387, Replacement Female Terminal. This terminal is made of copper-beryllium and can be located in Delphi tray 3 of your Packard kit. Only replace the terminal(s) if the connector body has no evidence of damage.
3. Replace the blower motor resistor only if it shows signs of arching or corrosion at its terminals. Use current SPO stock.
It is located next to the blower motor,under the right side of the
dash. I will send you some pictures to help you locate it. It is held
into the case by 2 small screws.

HEATER BLOWER MOTOR
Its
faulty blower motor resistor. The low and medium speed on blower motor is
controlled by resistor and its actual speed is high. So because resistor is not
working, blower motors actual speed which is high is working.
It
can be faulty blower motor or faulty blower motor resistor. Get the blower
motor inspected. If it's faulty it has to be replaced.
