First check fuse that is for tail lights, Check Owners Manuel under fuses, sometimes fuses control more than one circuit . Is there a dimmer switch for the dash light? Again check owners Manuel. Check the tail light bulbs themselves, make sure there is no corrosion at the bottom of the bulb and contact.
Lights and electrical circuits are sometimes in pairs so that you notice something is wrong (tail lights and dash). On a '90 merc grand marq., that would be fuse #4,the 15 amp blue one, in the panel next to your left foot. If you are lucky,it just failed from age. If you are not lucky, there is a short in the system containing the dash, tail, parking, side marker, license lamps and trailer tow relay if equiped.I had to replace the push/pull main light switch which was shorted. If you are lucky, just replacing the fuse in the panel will do it. Referance Grand Marquis Owners Manual for fuses and function.
Dash lights and tail lights are commonly on the same circuit. When your dash lights go out, you know you don't have any tail lights. Pull out the owner's manual and figure out which fuse (or fuses) are for the tail lights.
American cars traditionally put their dash lights and tail lights on the same fuse so that you would notice immediately when the fuse for the tail lights failed. Find the tail light fuse in your fuse box and check it.
Replace the fuse. Most of the time when the tail light fuse is blown it will go un-noticed. This is why they combine the instrument cluster lighting, and tail lights on the same fuse. That way if the dash lights are out you know the tail lights must be out also.
Sounds like a blown fuse....go through them and see which one is blown or check your owners manual..it will tell you what fuse is used for what and will save you on the guess work.
