You may have a bad cluster but can you explain a little more on what is the problem. which gauges ? alll of them and what do they do, or is it just one or two?
Sounds crazy but check your battery. we had the same problem....ended up buying a new battery and the panel started working. i think there are electrical wiring issues with these vehicles.
Had the same problem on my wife's 1999 Cherokee. I had to take the entire left side of the dash off to get the instrument cluster out. You need to unplug it and clean the plug and the instrument cluster itself off and then put everything back together. Worked for me and haven't had a problems since. One note: the headlight switch has to be taken off and it's kinda hard. You have to get up underneath it and there is a clip that has to be pinched in order for you to pull the switch off. Hope this helps because I know what a pain it is!
what is the gage doing? most of times one single fuse feeds all gages if fuse is bad all the gages stop working
