The flasher is electronic, it is a little yellow box like a large relay. It should be located under the steering column, and has five electrical contact prongs on it.

Could be one of blower motor relays contacts stuck closed . There are two blower motor relays 1 & 2 . One is located in the under hood fuse/relay box .
Or if your explore has automatic HVAC , it could be the front blower motor speed controller , this have been known to do this .
Which HVAC does your explorer have , manual or electronic automatic control.

both front and rear .try turning on your 4 way flasher and see if all are blinking the same brightness if not you may have a bulb in 180 degrees turn and correct.if that is all ok you may have a turn signal switch at fault.
