Radiator may have rust/salt deposits inside, if that is case its cheaper and better to change the radiator. Also for future don't use normal tap water in radiator, use a coolant + ph balanced water meant for radiators to reduce salt buildup inside radiator.

Also check the radiator fan is working ok and rotating in the right direction, sucking cool air inside not blowing out hot engine air to the radiator. Some electric fans can have wires mixed up so they start in the wrong direction. (make sure fan is sucking cool air outside towards the engine).

In some cars, radiator fan has a top cover that stops hot engine air getting sucked by the fan, if your car has it, make sure it is fitted properly and is in good order.

Some cars have a fan fitted on the AC condenser, make sure this fan is working as well.

Here are a couple of thoughts on this problem:

1. Just for fun and giggles, it might be a good idea to have the thermostat checked one more time. I know it is a new thermostat but you never known if a thermostat may have failed even right out of the box. It is possible that thermostat could be shot, even thought it was new. I know it is a long-shot, but it never hurts to give it a try.
2. Check the fan sensors. The Eclipse has used an electric, rather than mechanical, fan for some time. It is possible over time that the start and stop sensors can go out of tune and that they can raise your fan's run rate on starting, cruising and idling. In this case, the mechanic is right in that the higher speed is causing the coolant to be cooled off more quickly than it should and the result is that your vehicle's cooling system is causing problems for your Eclipse's heater sensors. If the sensors don't get information that the coolant flowing through their portion of the cooling system isn't the right temperature then the heater won't kick off and all that will happen is that the heater will wait until it senses the coolant is the right temperature.

Is the fan in front of radiator working ?
is there a good fan belt running around the fan pulley.
Check the Thermostat value is not sticking in closed position. its in the engine bay on the engine .
Could also be water pump at fault.

Hi. Your radiator fan motor may be seized. Should ingage between 95-100 degrees when you parked on idle after achieving full working temp. If it doesn't, check fuse first and than relay responsible for cooling fan( you can find cavity in your owner manual. Let me know. The reason you car is ok while driving is the air going thru your radiator. When you stoped or parked for longer time with no speed there is nothing to cool your radiator. Fix it asap or eventually will cause engine over hit and seize.

If the radiator cooling fan is staying on all the time then this is the sign of a failed fan relay. The cooling fan relay is located under the right headlamp assembly.

If the coolant level is low,or there is air in the cooling system,the sensor will not send a signal to turn the cooling fans on,if the cooling system is full,and no air present,then change the coolant temp sensor,not the sending unit for the light,or gauge,

problem sounds like either the thermoswitch in the radiator or the cooling fan relay under the dash... test by removing wires from thermoswitch and test for continuity at the terminals with a meter (radiator cold)... if you have continuity the switch is bad... if not it's the relay (fused closed... replace it)... Hope this helps...;-)
