Its just plugged up, probably right at the nozzle it's a pretty tiny hole. To clear it out you need to find a small diameter wire that will fit inside the hole to clear the blockage. Something like a small gauge sewing needle or a straight pin. It can also get plugged up in the rubber tubing. Usually you can just blow through it with lung power. Just pull the tube off at the nozzle and run the washer this will tell you if it's the nozzle or the tubing.
It's either caused by a restriction in the hose that the fluid travels along, from the bottle to the spray nozzles or the washer pump is going bad and needs to be replaced.
Check that your pipes and nozzles are clean. Disconnect one pipe and see if the flow is any better, if not, the pump will need replacing.
