SOURCE: E300D Headlight Lens installation
First you have to remove the turn signal lamp. There is a plastic release tang that you push one way and pull the turn signal out. Next you have to remove the filler panel below the headlight assy to gain access to the bottom bolt. 2 screws hold the filler in place. There is also a black plastic filler panel that is pinned to the headlight assy remove it. There are 3 or 4 bolts that hold the headlamp assy in place 2 on top 1 on bottom actually it might be 2 on the bottom. (old age memory loss LOL) remove the bolts and remove the headlamp assy. The lens is held in by plastic clips just pry up gently on the locking clips and remove the lens. I hope this helps. It fairly easy and you should be able to DIY. I had the same exact symptom (02 Prizm LSI)..Order yourself a Blower Motor Resistor (I clicked on it---scroll up on this same screen that you are reading--- AC Delco part, $25.79). When the part arrives, look at it, and then look behind and to the left of your glove box door, YOU WILL SEE IT RIGHT AWAY. 2 screws, takes about 10 minutes to change. Its been nice to get all 4 speeds back! Good luck.

check the solenoid on the starter it powers the ign for starting then switches to run when you let off key,either the solenoid is bad or a wire to the solenoid has come unhooked and sometime they have an in line fuse which can blow.

Sorry....No good news on this problem.
The resistor is built into the blower motor and can NOT be removed
You are going to have to replace the motor
