Have you checked crankshaft position sensor? located on side of the harmonic balancer (crankshaft pulley), unclip wiring harness on sensor and use 8mm socket to remove bolt holding it in place.
Ah man, I too have a 1999 GMC Safari with the same problem. If no one has answered you yet, it is a problem with your PASSLOCK security system. This is supposed to prevent people from hot wiring your car. This is a common problem with gm, and there are some fixes out there. One is installing a bypass module. However, it didn't work for me : ( Does your van eventually start? or is it permanently stuck. A temporary fix is doing a reset procedure, this is the only thing that works for me. When you go to start your van, turn ignition to "start" but dont crank. Look for your security light on the bottom right side of the dash. If the security light is solid or blinking without going out after 2-3 seconds, then you know its your PassLock.
Now turn it off for 30 seconds, and back to start position and leave it. (do not try to start your van) Now is the waiting game. On mine, the light will turn off around 30 min. I have heard people saying its 15 min, but mine is usually 30 min. On rare occasions, it takes 1 to 1.5 hours to reset but it always resets eventually. Once you see the light off, it will turn over and run. The important thing to remember is to make sure your radio and all lights are turned off during this process because it can kill your battery especially if you have been cranking it a lot with out it getting the chance to recharge while running. Hope this works, and let me know if it does. I spent over 1000.00 on repairs on airflow censer, and fuel pump when this was the problem the whole time. Let me know if you have any questions. too.
