Who replaced the starter ? Was the battery checked , connections , positive battery cable to the starter etc.... voltage drop testing the starter main battery cable .
Check crank relay in underhood fuse / relay box , is the security light lit on the instrument cluster , car & padlock symbol ?
The ignition switch is a input to the BCM - body control module , when turned to start the BCM sends a message on GMLAN serial data network to the ECM - engine computer ,which will then send battery voltage through the crank relay control circuit to ground , energizing the relay an send battery voltage to the starter . If the ECM see's that the vehicle is in park or neutral . Try putting into neutral , could be the park neutral position switch .
This starting system is computer controlled . Do you know what a wiring diagram is ? How to read one ? Having a professional or factory scan tool that can view this data makes diagnosing this type problem a whole lot easier . You mite want to have a professional repair shop check it out . Just an idea .
I'm just talking about seeing if the starter will crank the engine. Battery has a full charge, battery connections all good? Engine and chassis grounds all good? Unplug the starter relay in diagram, use jumper wire on switch side of relay, terminal 30 and 87, the starter motor should crank the engine, no need to use key. However if you have the key in the on position, just where the dash lites come on, the vehicle may start? If you try that make sure tranny is in park or neutral and parking brake is set. If it will crank with jumper but not w/o, have to check control side of relay for voltage and ground. The voltage comes from computer, the ground is chassis ground.
In the diagram, you can see the starter fuse.

I tried this morning again with the remote starter while sitting in the truck and same thing, turned off ....2008 Silverado 2500 HD CCLB Duramax 6 Spd Allison 4X4 Z71 ... shut off engine", basically its doing it foryou as your not in the truck to ...

Clunk or click? A click would be the starter solenoid trying to engage the starter. Recheck battery and starter connections for tightness. If they are good, it is possible you got a defective starter and should have it tested. If it is good, make sure you have power at the solenoid wire (small purple wire, I think) when key is held in the crank position. Aside from that, are your battery cables in good condition?

Replace the starter, the solenoid cant engage the starter because it is locked up, hence the extreme voltage drop with the fan when you try to start it with the fan on.
What you should do is load test your battery and have and starter draw test on the starting system.Make sure it isn`t drawing to much amperage and putting to much of a load on your battery.Good luck.
depending on your alarm which it sounds like a viper model maybe? on my 02 you have to incorporate a factory alarm bypass module in order to be able to start the truck, they run about 100.00 bucks and have to be profssionally installed. The truck wont start because the computer isnt recieving the proper starting sequence due to the factory alarm
