It can be issue with IAC( idle air control valve) causing the problem.

There are many other possibilities causing these idle issues. Engine idles rough.

Test both the manifold air temp sensor and the coolant sensor. If either are out of range it can alter the cold start idle.

replace your idle air control motor and that will fix the idle problem when it is cold
