Yes, it sounds like a thermostat problem. However, low engine coolant level can cause the same symptom. Check the coolant level in the radiator when the engine is cool. If it is full and the level in the coolant reservoir is also full, then you probably need a thermostat. If the coolant level is low, I would recommend having your cooling system pressure-tested to find out where it is leaking from.
