Traction control, uses the abs system to limit wheel spin. So if the abs has a fault and there for disabled, the traction control also cannot operate. There seems to be a common fault with some abs units, related to cracked solder joints (dry joint) on two pins of the circuit board. This may or may not be your problem, but if your abs unit is Bosch and made in Philippines, it could be worth considering.

Your car may be low on Brake fluid. Pop the hood and check the brake
fluid reservoir. There is usually a line that shows how much fluid
should be in the reservoir. It should be pretty full, so add fluid if
needed. Perhaps you have some sort of brake fluid leak?
I would take a calculated guess that it is strictly a saftey factor (in
an emergancy on the highway if your foot is on the brake you are less
likely to be rear ended) and if this is indead true, than it is wired to
the battery independant of your starter switch
If the brake
lights are staying on even with your foot off the brake, it may be that
the switch controlling the brake lights is broken. Beware; this can
drain the battery, think in wire shortage.

Whenever
this warning light or any other stays on in the dash it is indicating
that the systems control module (or the system sensor in the case of
lights like low oil pressure, door open indicators etc.) has detected
a fault, it then disables the system (this applies to ABS,TCS, TCM,
SRS and BCM faults and others) as long as the light is on. You must
now have the dealer hook up a special electronic diagnostic tool and
"scan" the system for the fault code that is stored for the
problem(s)
