OBD II code P1602 on '98 VW Passat 1.8L B5

I am getting code P1602, Power Supply (B+) Terminal 30 Low Voltage. The engine is running rough, idle bounces between 600 and 1000 rpm's, rev's on its own to about 2000 rpm's and back to 600 to 1000rpm's. If I use the accelerator, it is hesitant to rev up and acts like it is trying to clear the problem if I back off of the accelerator and then re-accelerate. I have checked the voltage at the battery, the fuse block and the ECU and all three are reading 12.31 volts. All fuses are good. I am at a stand still. Any advise would be greatly appreciated.

I have a 98 passat 4cyl turbo and my oil light and now engine light is on. Took it to checkers for a diagnosis and they couldnt read the computer. Just passed emissions 4 days ago and they had to try 3 times to read the computer. What are some reasons this might be going on?

I bought Innova 3130 scan tool from Schuck's but couldn't establish link with my VW Passat 98 1.8 Turbo.

Hi Chris,
I assume you have removed and cleaned the battery terminals and connections - and the earthing connections while you were at it?
The best way forward is to get the fault codes read using the on-board diagnostic system. You can either get this done at a suitably equipped garage or do it yourself with free "VAG diagnostic software" - (just google it), a £15 interface cable and the use of a laptop computer. This should indicate where the
fault lies. If a sensor is throwing a fault code, it could still be just a dirty electrical connector on the end of the cable, and not the sensor itself.
Once you have the list of fault codes, get them cleared, run the car for a few miles (or minutes if you don't want to go on the road) and check the codes again in case some of them were old ones that no longer apply.
If you get back to me with the list I will try to help you further.

Stumbling Idle

possibly ajusting itsself. any severe weather/pressure changes in your area? and if so does your cars cpu compensate for this (thinks its at a different elevation etc then resets its idle proper after a certian time? I have heard of this but not sure if VW uses it) perhaps ask the service tech.

If the engine seems to run fine over 1450 RPM maybe there is a vacuum hose leaking or EGR valve is slightly stuck open. Any help from the OBD II trouble codes? Or is there simply no MIL and no stored information in the OBD II computer read at the local parts store through the connector by the drivers knee?
