If you not under warranty, go to salvage yard and find your vehicle and find the seat belt buckle mechanism to replace your current one.

How do I release a stuck new seat belt retractor?

You are probably pulling belt at the wrong angle and it won't release. Pull with easy steady tension, trying a different angles and it should come free for you. The rear drivers side passenger seat in my Mercedes 2004 ml350 is stuck down...how do get it to come back up. very little room to work

Not an easy task. You likely have one of 2 problems. If center seat belt is in the seat that is down, it may be locked. If so, you need to remove the seat back cover then the seat belt retractor. You can then position the seat belt retractor upright (how it sits when the seat is up) and pull the seat belt out making slack to raise the seat. This only happens if the either the stop on the seat belt is broken or the seat belt guide on the seat back is broken. If that's not the problem, you likely have a release cable that has come loose under the seat. If you look at the half that works, you can determine what you need to move on the locked seat and try to get to it with a long tin screwdriver or similar implement.

You must start the vehicle to reset the security system for the vehicles safety belts to release and go back to ready to use mode

The drivers seat belt will not latch, and the release button seems broke. What can I do?

You can go to the junk yard, or the dealer and get a replacement latch. The latch should be attached either to another piece of seat belt, or its a cord that is bolted to either the seat or the floor. Should be torx or star bit that removes it, its pretty simple, but worst case scenario you may have to remove the seat to access it. Seats are usually only 4 bolts and a wiring harness that you can unplug. I don't take chances with seat belts, so you may want to ask the dealer. Parts store may sell them, but I'm not sure.

1999 Dodge 2500 passenger side seat belt wont release

so after completely tearing the seat apart I found 2 wires going up to the seat belt mechanism from under the seat, these wires got caught in the seat mechanism underneath and were shredded. There must be a small solenoid inside the seat belt mechanism because I could hear it click after I repaired the wires(this circuit is live even with the ignition off) Im not sure how it all works but this solved my problem.
