A newly overhauled toyota 2e engine has a very low engine oil pressure,the oil pump has been replaced with a new one,still the problem exist,what seems to be the problem?

The only positive way to check if the oil pump is working and therefore there is correct oil pressure is to temporary install a non-electrical oil pressure gauge that uses a small copper tubing to sample the oil/pressure and drive a needle on the gauge. Depending on temperature, idle should register about 20+psi. Having done this and confirmed that indeed there is sufficient oil pressure then it may simply be a defective oil sending unit. Otherwise, no or low oil pressure at idle is an indicator that the engine needs to be opened up again.

Is this high mileage vehicle? If so, I doubt changing oil pump will help, you may need engine overhaul?
Sometimes, you use an analog pressure gage in place of the oil pressure sending unit, to read actual oil pressure. My info says at idle, oil pressure 4.3 psi or more. At 3000 rpms, it says 43--78 psi.
check your engine oil pressure with a manual gauge, compare it to repair manual specks. if oil pressure is too low and mileage is 80,000 or below you could get by with an oil pump replacement. If miles are lower see if tappets are adjustable and try it. only if oil pressure is good as well. If mileage is higher than 80,000 you may be in the market for an overhaul if oil pressure is low.
Head gasket leak, white smoke is antifreeze leaking into combustion chamber, do not run it will ruin engine! replace head gasket and check heads for warp
You are experiencing blow by,either rings not set properly or wrong size rings used.Piston rings are supposed to be aligned at certain degrees from each other. Check compression in all cylinders.
