My Toyota Echo 2001 automatic gera box does not engage. I shift it through R-D- etc. whatever and nothing happens.
So the engine starts up but the car does not move.

The center console piece around the floor shifter should normally be held in place with plastic clips ( some are held with screws ) and should just pop up with a gentle tug. The bulb can then be accessed for replacement
Toyota echo is equipped with 5-speed manual transmission and 4-speed automatic transmission. Grading and classification differs in both types of transmissions.
For the fact that you don't know what is the cause as you bought it like that I think it's best for you to buy another gearbox before you start spending on that gearbox, then you can start deciding on fixing selling or keeping it for spare parts bye bye
The starter has gone to ground. This is either a coincidence of age or the repair shop left something disconnected that has slapped around and grounded the starter or some of their other work has shifted around and done it. It could just be a coincidence. If it went to ground internally, it will need replacing. If something shifted and grounded it out, putting that something where it belongs and THEN replacing a fuse should fix it. Most shops reuse your starter on their new engine.
First thing to do is check the fluid level if that ok you may want to think about having the transmission filter and fluid changed, there are other possibilities but check these first
