This could be caused by a bad whiper motor or a bad whiper motor switch. check for voltage at the whiper motor itself, if you do have voltage at the motor then the motor is bad.

Make and model of the vehicle would help us target our support but checking the fuse is a good start, although fuses are typically all or nothing, not an intermittent problem. Faulty switch is a possible candidate. If you are hearing a click, perhaps the fuse & switch are OK but the wiper motor is the problem. The main fuse box is under the steering column near the hood release. The wiper motor is above the firewall in the engine compartment just below the windscreen.
The fuse must be in the main fuse box. The position and function of the fuses is normally marked on the inside of the fuse box cover and also in the owner's handbook. If you don't come right with these, work your way through the fuses looking for a blown one. To ease your search the wiper fuse it should be around 15 to 20 amps.
The problem is a broken part in the wiper module. This part is located inside the wiper motor and is currently unavailable separately. You must replace the wiper motor to repair this problem
