1999 CONCORDE: check the battery terminals probably they are not tight enough...something like that happened to me just the lights turned on and the car seemed to be dead, the battery is still ok since then. I just needed to buy new terminals.

There is a fuse box under the hood with a power wire running from the battery to this box. Check for corrosion around this box and make sure the connection is good. Had a similar problem everthing checked out good, then found this wire had a terriable connection, check this out and clean the post for the connection.

make sure the battery cables are touching metal to metal. Sometimes the rubber around the battery cable can get pinched in between and not letting a good contact. You could also place a washer between the cable and the battery.
If this does not help try banging your solenoid while someone else tries and turn over the vehicle. Make sure your solenoid is not shorting out.
After you have tackled these tasks and you still are having problems, then I would expect ignition

Sounds like you need a starter, or you have a loose wire somewhere under the hood.
