Check the shifter wire.The wire coming out of the shifter shaft that powers the o/d rubs back n forth when the shifter is pulled. The dust boot at the base of the shifter holds the wire to the steering column.Check this wire.
I agree the fuses are good.But still remove all the fuses,Inspect them,then clean the fuses and reinsert them.Check fuses number 45,46,9,19.In most of the cases with this problems,this fuses blows out.---------To access the O/D wire.The OD wire at the shifter beneath the rubber boot.After removing the lower shroud under the steering column, you have to turn the ignition switch to on , then push in the retainer ball under the ignition housing to remove the ignition assembly. You have to do this to remove the upper shroud to access the chafed OD wire.--------------Check out this possibility.Thanks.Helpmech.
The fuse box under the dash.check fuse number 17.If its blown,replace this fuse.The fuse number is 17.you can use a test light to check each and every fuse with the Key switched on.But if all fuses checked out ok then this problem has to be checked part by part.It can be loose or short wire in dash board.Also it can be short wire in instrument cluster.It can be loose soldering in cluster circuit board.It has to be checked.For power windows not functioning. The most common cause is a bad or a fauty power window's motor. The switch might be faulty or the regulator could even be binding or the cable could be off one of the pulleys.
f you hear NO sound at all coming from the motor it may not be getting any power or the motor itself may have an open circuit. To check and see if any power is getting to the motor normally requires removing the inside door panels to access the electrical wiring. After access to the power window wiring is gained, a test light or multimeter can be used to see if it is getting power and ground.Also check the battery terminals.If they are loose or dirty.Then with the ignition off, disconnect the battery terminals and clean them and reconnect.-------------- This should help.Thanks.Helpmech.

Look in the power distribution box under the bonnet ,their are some big 60+ amp fuses in their doubt if any blown but a dirty connection is a high probability

all connections are clean, like my post said all fuses are good. i see that there was a simular problem listed, i am 100 % this is a common problem with this truck, what is your next suqestion.

not sure where your going with this, but i took your advice, nothing wrong with o/d wirer in perfect cond, again no blown fuses, some of the fuses you listed were not related what so ever, high beam fuse?
again no power windows or dash lights.
what do you think would be best next step?

ok thats enuff. for the third time i have informed you that no fuses were bad and the only responce we get from you, is check the fuses. please refund our money asap. this was no help at all.

Cabin Fuse #21 supplies power to the Instrument Cluster Module and the flasher coil. If your turn signals work, this fuse is good. The Battery Saver Relay (cabin relay #5) supplies power to the ICM circuitry for gauges and Odometer, and this ICM circuitry in turn supplies coil power to the Delayed Accessory relay (cabin relay #3 - power windows, dome lights, radio) and the Rear Defrost relay. If the Instrument Cluster doesn't give gauge readings or Odometer, then it is most likely the Battery Saver that is at fault. Cabin Fuse 17 supplies power to the Battery Saver relay and thus (directly or indirectly) to all of the equipment that is not working on your vehicle. If relay #5 tests good, you may still have a problem with the car's computer not sending a coil voltage to the relay, so test that as well. If you have a good #5 relay, and #5 relay circuit coil voltage, load voltage, and ground, but your instrument panel still doesn't come online, then you either have a wiring problem to the instrument panel or a faulty Instrument Cluster Module.
I just had this exact problem and it ended up being a bad connection on the instrument cluster, after taking the instrument cluster out and checking the circuit board I found no problem then upon reassembly I noticed in one of the two wiring looms going to the cluster there was one wire hanging off I reconnected it and i had power windows, inside lights, and the gauges worked.
